The Azerbaijan Ministry of Digital Development and Transport reports that the "Action Plan for the introduction and development of digital radio broadcasting in the territory of the Republic of Azerbaijan" was approved by the Order No. 818s of the Cabinet of Ministers of the Republic of Azerbaijan dated 7 October 2023. From August 26, 2019, a test broadcast of DAB+ standard digital radio is being carried out in Baku city and the Absheron peninsula. As a result of the implementation of the approved Action Plan, it is planned that by 2026, about 70 percent of the republic's cities and regional centres, as well as highways, and 99.6 percent of the country's territory will be covered by digital radio broadcasting. At the end of this process, a full transition to digital radio broadcasting will be provided in the country.

In December 2024, the Ministry confirmed that "it is planned to expand the DAB+ standard digital radio, which began broadcasting in Baku and the Absheron Peninsula in 2019, to the entire territory of the country. For this purpose, it is planned to replace the DAB+ radio broadcasting equipment taken from the Baku TV Tower Complex with new ones by the end of this year and organise DAB+ broadcasting from the Gulustan Radio and Television Broadcasting Station located in the Agsu district."

Representatives from network operator Teleradio PU and the Azerbaijan Automobile Dealers Association (AADA) held meetings in July 2020 to discuss how to ensure that DAB+ digital radio is included as standard in all new cars imported and sold in Azerbaijan. They also considered how to promote the benefits of DAB+ in the car to radio listeners.

AADA agreed to carry out a review of the current radio landscape in Azerbaijan, with particular focus on DAB+, and to include market research to understand more fully the perceptions and needs of both drivers and car dealers in relation to radio. Teleradio PU committed to providing financial support for the launch of consumer marketing campaigns aimed at raising driver awareness of DAB+ digital radio.

In August 2019, Azerbaijan successfully launched a DAB+ trial in Baku.

A total of 12 DAB+ stations are available to listeners in the capital city and the wider region of the Absheron peninsula, covering approximately 3 million people.

On December 11, a seminar on "The Past, Present and Future of Radio Broadcasting in Azerbaijan" was held, organised by the Ministry of Digital Development and Transport (MIND) and the Audiovisual Council. As a result of the implementation of the "Action Plan for the Implementation and Development of Digital Radio Broadcasting in the Territory of the Republic of Azerbaijan", it is planned to expand the DAB+ standard digital radio, which began broadcasting in Baku and the Absheron Peninsula in 2019, to the entire territory of the country. For this purpose, it is planned to replace the DAB+ radio broadcasting equipment taken from the Baku TV Tower Complex with new ones by the end of this year and organise DAB+ broadcasting from the Gulustan Radio and Television Broadcasting Station located in the Agsu district.

Teleradio: "70% of Azerbaijan will be covered by DAB+ radio broadcasting"

In the coming years, it is planned to cover 70% of the territory of Azerbaijan with DAB+ (Digital Audio Broadcasting Plus) digital radio broadcasting. Report informs that Elman Hasanov, Acting General Director of the Teleradio Production Association, said this at the event titled “Yesterday, Today and Tomorrow of Radio Broadcasting in the Republic of Azerbaijan”. “DAB+ technologies are applied in more than 55 countries. They are mainly used in Europe, Australia and some Asian-African countries. This technology allows broadcasting 12-18 FM (Frequency Modulation) channels at one frequency. At the initial stage, it is planned to install a 3-kilowatt DAB+ transmitter at the Baku TV tower complex and the Gulustan station in the Agsu district. This is expected to be implemented by the end of 2024,” he noted.

Azerbaijan and Georgia meet to coordinate DAB+ frequencies

On 23-28 September, with the joint participation of representatives of the Ministry of Digital Development and Transport of the Republic of Azerbaijan and the National Communications Commission of Georgia, a joint radio monitoring of radio, television and mobile communication networks in the border areas and a coordination meeting was held in the city of Ganja. In connection with the transition to DAB+ digital radio broadcasting, the frequencies of DAB+ standard digital radio broadcasting stations to be installed in the western and north-western regions of the Republic have been pre-coordinated.

Azerbaijan and Kazakhstan coordinate DAB+ frequencies

On 27–29 August, Baku hosted a meeting between representatives of the Ministry of Digital Development and Transport of the Republic of Azerbaijan and the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan regarding coordination of frequencies of terrestrial services. Discussions were held on coordination of frequencies of DAB+ digital radio broadcasting stations, installed in Baku city and planned to be installed in the northern region in connection with the transition to Digital Audio Broadcasting (DAB+), approved by Order 818 of the Cabinet of Ministers of the Republic of Azerbaijan dated 7 October 2023. At the request of Kazakhstani specialists, an exchange of experience was held on the work being carried out in Baku on digital radio broadcasting.

Introduction of digital radio technology in cars discussed

On April 25, a meeting was held at the Ministry of Digital Development and Transport (MDDT) regarding the implementation of the “Action Plan for the introduction and development of digital radio broadcasting” approved by Order No. 818 of the Cabinet of Ministers of the Republic of Azerbaijan dated 7 October 2023. The meeting was attended by senior officials from MDDT, Teleradio Production Association, Azerbaijan Automobile Dealers Association (AADA) and companies engaged in car sales in the country. The main purpose of the discussion was to take necessary measures to support DAB+ digital radio broadcasting technology in cars imported into the country to receive digital radio programs.

Introduction of DAB+ in Azerbaijan will halve carbon emissions

Carbon emissions in broadcasting radio services have been significantly reduced, AZERTAC reports, based on the information released by the Radio Television Broadcasting and Satellite Communication. "The introduction of DAB+ digital radio, will allow the reduction of energy consumption, and as a result, carbon emissions halve from 1.3 thousand tons to 0.6 thousand tons - along with an increase in the quality and number of programmes.” So, for the first time in Azerbaijan, on August 26, 2019, a DAB+ digital transmitter with a power of 1 KW was installed in the Baku TV Tower Complex, and now a test broadcast of 11 local digital radio stations in one package on the 11B frequency channel is being carried out in the city of Baku and the Absheron Peninsula, it says.

Analogue radio to be phased out in Azerbaijan

FM analogue radio broadcasting will be phased out in Azerbaijan from 2028. This was reflected in the "Action Plan for the introduction and development of digital radio broadcasting in the territory of the Republic of Azerbaijan". After 99.6 percent of the country's territory is covered by DAB+ digital radio broadcasting, radio receivers in new cars manufactured and imported in the country comply with the DAB+ standard, there are enough DAB+ radio receivers for household use and cars on sale, and after the population is properly informed, FM analogue radio broadcasts will be phased out.

They are Malta's network operator Digi B Network Ltd., Chinese receiver manufacturer Hidaka Corporation and Azerbaijan's network operator Radio-Television Broadcasting and Satellite Communications Production Unity (Teleradio PU). WorldDAB now has a total of 106 members from 32 countries.
