Uganda Communications Commission
The Uganda Communications Commission (UCC) is the national regulatory authority mandated to oversee and promote the development of the communications sector in Uganda. This includes telecommunications, broadcasting, postal services, radio spectrum management, and related infrastructure. Established under the Uganda Communications Act of 1997 (amended in 2013), UCC’s mission is to foster a robust and competitive communications sector that drives economic growth and ensures universal access to modern communication services across the country.
Headquartered in Bugolobi, Kampala, UCC plays a central role in advancing Uganda’s digital transformation agenda. The Commission supports the adoption of emerging technologies—such as digital audio broadcasting (DAB) and oversees the licensing of service providers, spectrum management, enforcement of technical standards, and consumer protection.
Through initiatives like the Uganda Communications Universal Service and Access Fund (UCUSAF), UCC is committed to bridging the digital divide by extending communication services to underserved and rural areas, promoting digital inclusion for all Ugandans.
UCC’s strategic direction is aligned with Uganda’s Vision 2040 and the Digital Uganda Vision, both of which emphasize the role of ICT in accelerating socio-economic development and enhancing service delivery. Guided by the core values of professionalism, integrity, excellence, and stakeholder commitment, UCC continues to play a critical role in shaping Uganda’s journey toward a knowledge-based, digitally empowered economy.
