Schleswig-Holstein switches to DAB+

In a significant move toward updating its broadcast infrastructure, Schleswig-Holstein, Germany’s northernmost state, will transition from traditional FM to DAB+ digital radio by 2031. This plan, agreed upon by private and public radio stations, the state government, and the state media authority, seeks to provide listeners with enhanced radio quality and a wider variety of programming options.

The Transition Plan

The transition from FM to DAB+ in Schleswig-Holstein will occur in phases from 2025 to 2031. By mid-2031, FM broadcasting will be completely phased out, and all radio programs will be accessible through DAB+ and online platforms. This move mirrors the earlier digital transition in television and the widespread adoption of digital devices like smartphones and smart speakers.

The collaborative effort among broadcasters and the state aims to offer high-quality radio with better sound clarity and additional features, following the broader European trend of adopting DAB+ as the standard for radio broadcasting.

Benefits of DAB+ Digital Radio

DAB+ offers several key advantages over traditional FM radio, making it an attractive option for both broadcasters and listeners:

  • Superior Sound Quality: Digital audio delivers a clearer and more stable sound, enhancing the overall listening experience whether at home or on the go.
  • Enhanced Display: Many DAB+ radios are equipped with color displays that show extra information such as song titles, artist names, and program details, providing a more engaging user experience.
  • Increased Program Variety: In Schleswig-Holstein, DAB+ offers over 55 digital radio programs, significantly more than FM, meeting a wide range of listener preferences and interests.
Key Milestones and Stakeholders

The transition timeline is marked by several key milestones involving major broadcasters and regional programs:

  • 2025: Key commercial stations, including RADIO BOB! rockt Schleswig-Holstein, delta radio, and Antenne Sylt, will fully migrate to DAB+ and IP web radio. This marks a significant step in the transition, showcasing the commitment of major broadcasters to digital radio.
  • 2025: Deutschlandradio will shut off 16 of its FM frequencies, making Deutschlandfunk and Deutschlandfunk Kultur digital only
  • 2026: The Norddeutscher Rundfunk (NDR) will enhance its DAB+ network to improve coverage and reduce the energy consumption of remaining FM transmitters. This includes exclusive digital broadcasts in regions such as Niebüll, Garding, Husum, and Helgoland.
  • 2028: Further expansion of the DAB+ network by NDR to cover additional regions.
  • 2031: Completion of the transition with all broadcasters, including R.SH, moving entirely to DAB+.

The transition involves coordination between various stakeholders, including public broadcasters like NDR and Deutschlandradio, private broadcasters, and the state government. These entities work together through the Digitalradio Deutschland e.V., a collaborative body that manages communication and strategic planning for the digital transition.

Consumer Impact and Support

The transition plan places significant emphasis on its impact on consumers. Since the end of 2020, all new cars in Germany must include DAB+ radios. Currently, 41% of cars in Schleswig-Holstein are equipped with DAB+ radios, with comprehensive coverage along highways. For those without DAB+ radios, a variety of affordable home radio options are available, starting at around 30 euros in electronics stores. Additionally, listeners can continue to enjoy their favourite programs via the internet on smartphones, tablets, smart TVs, or smart speakers.

To ensure a seamless transition, the DSO plan addresses potential coverage gaps by installing additional transmitters before phasing out FM services. This ensures that all regional programs remain accessible, even in areas previously underserved by FM.

Informing Listeners

Broadcasters in Schleswig-Holstein will keep listeners informed about the transition through their communication channels. This includes on-air announcements, social media updates, and local events. Detailed information and updates about the transition will be provided on dedicated websites such as www.dabplus.de/sh.

To support consumers during the transition, retail staff in electronics stores will receive regular training to help with questions and provide advice on digital radios. Stores will also feature branded displays and printed material to assist consumers in selecting suitable DAB+ radios.

The Broader Picture

Throughout Germany, the shift towards DAB+ is picking up speed. The "Audio Trends 2023" report shows that the number of DAB+ radios in German households, covering both automotive and stationary devices, rose to 283 million, a 19% jump from the previous year. In contrast, FM radios are diminishing as digital devices gain popularity.

The requirement for DAB+ radios in new cars has greatly influenced this shift, with 94% of new vehicles now featuring DAB+ technology. This guarantees that as FM broadcasting declines, listeners will still be able to enjoy their favorite radio shows.

DAB+ also plays a crucial role in emergency communication. Digital radios can transmit critical warnings and information during crises such as floods or storms, ensuring that the public remains informed even if mobile networks are overwhelmed. Future DAB+ radios will include features like real-time activation, wake-up functions, and regionalized warnings to enhance public safety.
